STEPHEN B. PARKER

MANAGING PARTNER

Mr. Stephen B. Parker serves as the managing partner of WP&D, pllc.  Mr. Parker brings a wealth of legal and management experience to the firm.  Mr. Parker is also of counsel to the independent law firm of Westerman, Hattori, Daniels & Adrian, LLP (WHDA).

EXPERIENCE

Mr. Parker has worked in private law practices since 1990. In the 1980’s, Mr. Parker also worked in both government (i.e., at the U.S. Patent Office) and in industry (i.e., in an engineering firm). While Mr. Parker’s present practice is a specialized boutique, Mr. Parker came from large law practices and even spearheaded the patent group of the Virginia office of Hogan & Hartson, LLP, which was then the largest Washington, D.C. based law firm.

Mr. Parker founded a practice under the tradename Watchstone P+D in January, 2005 with former Commissioner of Patents Donald Quigg* (whom Mr. Parker worked under at the U.S. Patent Office) and other partners (whom Mr. Parker worked with at other firms).  In October 2006, Mr. Parker established the new and independent practice of Watchstone P&D, pllc (WP&D), moving his practice and his support team to a new location and increasing his practice’s systems and resources.  *Former Commssioner Quigg and said former partners are separate from and unaffiliated with the present WP&D.

Mr. Parker specializes in intellectual property law, including patents, trademarks, copyrights, trade secrets, and unfair competition. Mr. Parker has particular experience in Intellectual Property strategies and management and has taught Intellectual Property Management and Strategy at Georgetown University and Intellectual Property Management and Strategy as part of a graduate class on Commercializing Technology at Johns Hopkins University. Prior to becoming a lawyer, Mr. Parker worked for a number of years as a Patent Examiner in the U.S. Patent & Trademark Office, examining applications in the electrical and mechanical technologies. Mr. Parker also originally worked in industry as a technical designer in an engineering consulting firm in New York City.

INTERESTS

Sports and Health: Mr. Parker is an avid soccer fan, participating in all levels, from coaching in McLean Youth Soccer Association 2005-2007, to organizing teams, to refereeing, and to playing in adult soccer leagues. Mr. Parker is also a ranked Masters Track athlete.
